Does anyone know of a small hotel with all inclusive (up to 200 rooms) in Croatia or Bulgaria, which is on the beach

what tour operators for a complete package

When I was in Bulgaria a few years ago all the hotels were on the beach of Sunny Beach as there is not much else except hotels and the beach and shops.
